Most employers prefer citizens or permanent residents.  If you have the qualifications and at least 4 years relevant work experience, high English language proficiency and below 40, you  may be eligible to be sponsored by the state which has demand for your skills.  The processing of your permanent residence application will be given higher priority if your application is sponsored by a state.  If you are sponsored by a state, you will be required to live in the sponsoring state for at least 2 years and work in the state for 1 year.
