Reporting to: Chief Technology Officer ( CTO )
A. CONTEXT
Purpose:
This role is responsible for leading and developing the Operations leadership team and is accountable for the operations and maintenance of the broadband wireless network.
This individual is also accountable for the key business processes which include and are not limited to asset management to include the development and management of capital and expense budgets, planning, coordination and execution of network enhancements and improvements.
Context:
Aim is to develop world-class operational excellence in Indonesia, capital efficient network operations, and competitively performing networks; to implement best-practice maintenance and operations of NOC and field engineering teams in line with FM’s preferred practices, architectures and roadmaps; and to contribute to FM’s architecture, roadmap and practices development.
The role closely collaborates with other members of the FM technology team that drive overall technology road maps and vision.
The role will be key in defining the way forward toward scoping and assessing partners for Managed Services/BOT practice within FM.
B. RESPONSIBILITIES
Drive the culture and provide leadership for the Radio Access and Core Networks teams to achieve superior business results;
Maintain, repair, and recover the wireless network;
Ensures proper tracking, inventorying, and disposal of capital assets;
Ensures the creation of and review of Methods of Procedures (MOPs), After Action Reports (AARs), and Change Managements;
Develop and Ensure preventive maintenance procedures and schedules are followed to support the company Standard Operating Environment
Ensure regulatory requirements are met;
Set vision and strategy for Network Operations organization with an emphasis on building interdepartmental alignment
Prepare, review, and manage annual Capital and OpEx budgets for the Network Operations department
C. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge:
Prior experience in project management with the ability to break down complex problems into manageable tasks required;
Must possess a proven record of supervising associates and developing their technical and leadership skills;
Extensive knowledge of wireless communications and data networks is required;
Ability to build a cross-functional team is required;
Excellent verbal and written skills are required;
Superior problem solving and analysis skills are required;
Detailed understanding of budget and implementation processes to support capital assets and network operations requirements is necessary;
Minimum Entry Qualifications:
Bachelor degree in Electrical Engineering, Computer Science, or related discipline is required, or equivalent experience;
Masters Degree preferred;
Must have 10-12 years experience in wireless telecommunications, data networking, or operations;
Qualified candidate will have a minimum of 5 years experience managing technical workgroups;

A. CONTEXT
Purpose:
* Responsible to lead, coach, mentor and manage a team that is responsible for the implementation of 2 Regional Network Technology initiatives addressing the deployment of Network Capacity, Transport and New Site project initiatives on the FM Wireless Network.
Context:
B. RESPONSIBILITIES
*Provide leadership, communications and organization skills that demonstrate an ability to prioritize management of complex network build program, and to communicate priorities and status to internal Management and external customers.
*Develop, justify and execute workforce plans and align to agreed budget and delivery timelines
*Manage the implementation of all capacity projects related to WiMAX Spectrum and Sectorizations, Third party Interconnects, Core Network interfaces and Battery back-up systems.
*Manage the implementation of all Core and Access Transport projects to support the Build infrastructure requirements. This includes SDH systems, IP/PDH/SDH Microwave Links, Ethernet, IP and Leased Lines.
*Manage all the New Site implementation activities and deliverables.
*Collaborate with Planning and Operations organizations to ensure the completion of projects meets the required design criteria objectives and customer (marketing) expectations.
*Coordination of build activity with Network Operations, Engineering, OSS, Vendors, Contractors, Telcos and third parties.
*Responsible for scheduling, tracking, reporting and control of on-going network implementation programs.
* Ensure over all alignment and delivery on the Build Program objectives and implementation strategies.
*Issue Implementation status reports to track and communicate regional build program progress and accomplishments.
*Track and report on build financials and forecasts and interface with finance as required.
*Work closely with all regional stakeholders to resolve issues and ensure timely delivery. Update CTO, Sales and Marketing on a regular basis on the status of the regional program.
*Contracted services RFI/RFP, contract award, requisitioning, order management, on-line receiving and tracking.
C. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge:
*Strong knowledge and experience with the implementation of network Capacity, Transport and New Site build programs
*Experience with the deployment of HSPA, GSM, WiMAX, New Sites, Transport Systems, Channel Additions, CLEC Interconnects, Wireless Broadband and IP Backbone Programs.
*Demonstrated ability to work collaboratively with strong group of peers through excellent communications and leadership skills
*Highly motivated and adaptable team player with superior leadership and organizational skills.
*Proven ability to articulate Corporate and Regional strategy to motivate team members to achieve overall goals and objectives.
*Demonstrated understanding and practice of project management principles
*Strong Business writing and verbal communication skills.
* Ability to prepare and deliver presentations to all levels within the organization.
Minimum Entry Qualifications:
* University degree in Engineering, Applied Science or related experience.
* Minimum 7- 10 years Network implementation experience running, managing and supporting a large network program preferably in Telecommunications environments
* Experience of managing and delivering integrated projects on a global basis.

A. CONTEXT
Purpose:
Candidate may be involved in participating various industry standards forums like WF( WiMAX Forum)
Context:
Aim is to develop world-class WiMAXnetwork architectures, capital efficient network plans, and competitively performing networks; to transfer best-practice planning, design, optimization and reporting techniques in line with FM preferred practices and roadmaps;
Inter-working with cross-functional teams to define, propose, and deliver innovative solutions.
B. RESPONSIBILITIES
Expert resource for network RF cell planning, indoor-building solutions (IBS), frequency planning & optimisation implementation issues and solutions;
Expert resource with respect to on-site support for network start-ups and developing operations for radio access networks, cell planning, frequency planning, indoor-building solutions (IBS) & optimisation planning;
Coordinate the transmission, frequency and capacity planning of the network along with operations to achieve optimum network performance;
Support for Cross-Operations Platform Coordination;
Support for review of operating company strategic plans and budgets with regard to network RF cell planning, frequency planning, indoor-building solutions & optimisation implementation issues;
Establishment of KPI’s to support network quality initiatives, network audits, frequency planning, indoor-building solutions & optimisation network management.
Implement best-practice Network Policies and Procedures, Planning and Design techniques/toolss in line with architectures and roadmaps;
Identify and implement new methods of reducing CAPEX and OPEX costs (e.g. new technologies, network modifications etc) along with network engineering teams.
Build team by guiding and developing subordinates.
C. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge:
Radio Access Network (RAN), Base Station Sub-System (BSS), RF cell planning, frequency planning, indoor-building solutions (IBS) & optimisation planning issues;
In-depth understanding of Mobile WIMAX & other evolving 4G RAN’s.
Understanding of 3G based systems like HSDPA, HSPA & HSPA+ would be advantageous.
In-depth understanding of Wireless backhaul technologies like P2P Microwave (Ethernet, SDH & PDH) & Unlicensed band products.
In depth understanding of evolved packet core systems (Packet Gateways, HA etc) for next generation Wireless technologies.
Understanding of IP based multimedia systems would be plus.
Understanding of next generation transmission network ( Ethernet/MPLS)
Good understanding of MetroE networks and Broadband networks.
Strong knowledge of 3GPP network technologies (especially W-CDMA) and end-to-end planning practices, implementation methods and cost optimisation strategies, with a speciality in Radio networks
Strong experience in RF cell planning, frequency planning, indoor-building solutions & optimisation network evolution and optimization projects, possibly from 3G Operator (or equipment vendor);
Strong experience in RF, in-building, & optimisation network planning processes and planning tools.
Minimum Entry Qualifications:
8+ years of telecom experience in the field of Wireless & IP Networks, with at least 5 years directly related to the duties and responsibilities specified, including a managerial RF cell planning, indoor-building solutions (IBS), frequency planning & optimisation network technology position at a major mobile company.
Candidate must possess at least a Bachelor of Engineering/Technology in Engineering (Computer/Telecommunication), Engineering (Electrical/ Electronic) or equivalent.

The Operations Director will develop a Technical Assistance Center (including facilities expansion, recruiting, training, managing and motivating) in support of the rapidly-expanding customer base.
Context:
The Network Operations Centers will operate 24/7/365;
Inter-working with cross-functional teams to define, propose, and deliver innovative solutions.
B. RESPONSIBILITIES
Effectively develop and implement best practices processes and procedures for all aspects of a 24/7/365 TAC/NOC for Network Infrastructure products;
Capable of leading the design effort to implement network surveillance systems;
Develop coverage plans to ensure staffing levels are adequate to support a 24/7/365 operation;
Institute a center of technical expertise that provides quality support and resolution of customer reported events in a timely and effective manner;
Adhere to all developed/contracted Service Level Agreements (SLA) in association with specific services/customers;
Drive all necessary escalations, as required, through resolution;
Prepare and deliver all reporting metrics in association with the 24/7/365 operations center;
Incorporate all necessary product training and staff development to support changing and or new product developments;
Ensure all operating policies and procedures are developed, maintained and adhered to by all operations staff, including customer sensitive data and security policies;
Develop internal working SLAs to ensure Support Center Systems availability, to include redundant operations and disaster recovery procedures;
Establishment of KPI’s to support network quality initiatives, network audits, and optimisation network management.
Implement best-practice Network Policies and Procedures, Planning and Design techniques/tools in line with architectures and roadmaps;
Identify and implement new methods of reducing CAPEX and OPEX costs (e.g. new technologies, network modifications etc) along with network engineering teams.
Build team by guiding and developing subordinates.
C. EXPERIENCE AND QUALIFICATIONS
Minimum Experience & Essential Knowledge:
Strong technical knowledge in Optical Transport (DWDM, SONET, Switching) systems, as well as their deployment and management.
Customer-focused, passionate about delivering exceptional Customer
Technical Support
Exceptional Communication and Customer interface skills;
In depth knowledge to develop and operate a world class TAC/NOC. Must manage-up and manage-down well;
Demonstrate leadership qualities/skills;

• Junior: min. 5 years working experience in oil & gas industry.
• Experience working on projects across a full life cycle from FEED, cost estimation, detailed design, construction and commissioning.
• Fully experience utilizing Primavera software, Microsoft Project or other relevant planning system.
• Able to define milestone, collect information, prepare progress report and compare with project schedule during project execution.
• In depth understanding of Maintenance Work Processes and Principals.
